The HR Business Manager, Risk & Governance Lead, reports directly to the Regional Head of HR, North America, plays a critical role on the HR Leadership Team.

Job Overview/Purpose

The HR Business Manager, Risk & Governance Lead, reports directly to the Regional Head of HR, North America, plays a critical role on the HR Leadership Team. This role is responsible for the organization, coordination and execution of multiple complex strategic initiatives, serves as the Risk Control Lead for HR and Legal, coordination of the HR Financial Budget, and works within the region on cross-domain initiatives.

Key Responsibilities and Accountabilities

Executive Business Manager

  • Has a thorough understanding of the Risk Control Framework (RCF), and is the principal Risk Control Partner for the CHRO and Legal domains. Works with HR and Legal COE’s on conducting Control Self Assessments, getting the correct information for any Operational Risk Incidents or Findings and works with the Regional Head of Risk & Control, Second Line of Control and Third Line of Control on audits, assessments, projects, and improvements of the RCF.

  • Leads complex strategic initiatives and serves as a liaison between HR functions within North America, HR functions globally and HR and the business. Keeps Management and other project stakeholders well informed of progress and changes within projects. Resolves and/or escalates issues in a timely fashion.

  • Participate as an HR representative in various regional committees.

  • Coordinates the HR Financial Budget and works with various stakeholders on CFO Medium Term Planning (MTP) planning.

  • Assists in the creation, implementation and monitoring of the HR strategic plan and KPIs.

  • Manages various HR-related projects. Includes organization and coordination of deliverables; analysis and follow-up on progress; arrangement of project meetings; and management of related data and reporting.

  • Represents North America region on global project teams and determines approach to localize initiatives and launch strategy.

  • Leads HR compliance efforts. Partners closely with Compliance and Audit to determine the ideal program for HR to ensure compliance and risk mitigation. Ensure HR is meeting deadlines for audit responses, acts as the compliance voice around the HR table, set up and run the HR risk self-monitoring program.

  • Analyzing and documenting issues, escalating, and or identifying and proposing solutions.

  • Provides other support to the Regional Head of HR as required.

  • Travel as needed.

Risk

  • Complete all mandatory training within requested timeframe.

  • Comply with code of conduct and Bank policies/ procedures

  • Actively identify incidents outside of established policies and procedures and report to management immediately.

  • Must be familiar with and comply with laws, regulations and internal policies and procedures that are applicable to required job duties.

  • Understands and complies with all RAF and Rabobank anti-money laundering, compliance, and all other applicable laws.

  • Superb communicator. Effective use of email, meetings, and status reports to communicate ideas, get decisions made and resolve problems.

  • Acts as a trusted advisor; ability to maintain confidential information.

  • Knowledge of all HR disciplines including compensation, recruiting, talent, employee relations, etc.

  • Exceptional relationship building skills and ability to interact comfortably with executive management

  • Comfortable working in a complex, global organization

  • Travel as needed

Qualifications

Essential:

  • Bachelor’s Degree

  • 10+ years of related experience

Desirable:

  • MBA or Masters preferred
